right click on the icon for chrome.
Click "Properties"
Under the Shortcut Tab, look at the "Target" path. It should be something like
"C:\Users\UserName\AppData\Local\Google\Chrome\Application\chrome.exe" without quotes
after the .exe, add the following (without quotes) " --allow-file-access-from-files"
don't forget to add space after .exe
